A cascade of two run-of-the-river plants totaling 42.5MW, the Hedcor Sibulan Hydro Power Plant is a Clean Development Mechanism-registered project providing reliable on-peak power to the Mindanao grid of the Philippines.
The project not only provides clean energy to the power-starved grid, it has been externally audited as being compliant with World Commission on Dams criteria for large hydro projects.

Situated in the picturesque rolling hills near Mount Apo, the tallest mountain in the Philippines archipelago, the Hedcor Sibulan Hydro Power Plant is the largest run-of-the-river type hydro power station plant in the Philippines.

- Registration under the Clean Development Mechanism
With Kyoko Tochikawa as project manager for the effort, the project was recognized in 2008 as a Clean Development Mechanism project under the United Nations Framework Convention on Climate Change.
- Commercial operation
Commercial operation began in 2010. Pointing to the dire need for power at the time, the then-president of the Philippines inaugurated the plant.
- Compliance with World Commission on Dams standards
In keeping with the Aboitiz Group’s commitment to corporate social responsibility, a portion of the project proceeds are set aside for the benefit of local communities, including for free medicine and scholarships.
The project has been externally audited as being compliant with World Commission on Dams’ strict social and environmental standards.
- Issuance of carbon credits
Currently undergoing its third verification, when successful, the project would have contributed thus far to over 650,000 tonnes of CO2 emission reductions, making a real contribution to the fight against climate change.
